Client Problem: The governing boards of the Ports of Los Beach and Long Angeles voted to approve the landmark San Pedro Bay Ports Clean Air Action Plan, the most comprehensive strategy to cut air pollution and reduce health risks ever produced for a global seaport complex. The historic vote committed the Ports to an aggressive plan to reduce pollution by at least 45% in five years via the Ports Clean Truck Program to phase out all “dirty” diesel trucks from the ports in five years, replaced with a new generation of clean or retrofitted vehicles.
Natoma Solution: Natoma designed, developed, and implemented a Port-owned Drayage Truck Registry (PDTR) system to track and manage diesel trucks serving the Ports of Los Angeles and Long Beach and verify compliance with the Port’s Clean Truck Program. The solution implemented Web services to share drayage truck compliance information with the California Air Resources Board. The Natoma solution provided new interfaces displaying drayage truck compliance, entry/non-entry authorization, and mobile computing integration onto handheld devices.
Results: The Natoma-developed PDTR solution enables the Ports to accurately track and verify compliance at the company and truck level for all truck drayage activity in the Ports of Long Beach and Los Angeles—the fifth busiest port complex in the world moving more than $260 billion a year in trade. The PDTR solution is instrumental in ensuring only ‘clean’ trucks are allowed to service Port terminals. The Ports of Los Angeles and Long Beach were honored to receive the U.S. Environmental Protection Agency’s Environmental Justice Achievement Award—the nation’s highest honor for reducing the impact of pollution on low-income and disadvantaged communities.
